Microsoft Forms for paid social research: response limits, a 200-question cap and the ICO consent checks

Microsoft Forms limits that matter to a paid social agency survey (200 questions, response caps by account type) plus the ICO consent checks to run before launch.

What to take away

  • A Microsoft Forms form or quiz can have up to 200 questions and up to 400 forms per account.
  • Response caps depend on the accountup to 5,000,000 for Microsoft 365 work and education accounts, 200 for free personal accounts and 1,000 for paid personal accounts.
  • A submitted form counts as one response, however many questions it holds.
  • ICO consent checks apply to any survey that collects personal data: positive opt-in, granular choices, named controllers, withdrawal and evidence.
  • Dynamics 365 Customer Voice covers advanced branding, question types and analysis.

Which Microsoft Forms account the agency is using

Paid social agencies run short surveys to check advert recall, creative response and lead quality. The tool matters less than the account type, because the same product has very different ceilings. Check the account before drafting a questionnaire.

The Microsoft Forms limits apply to Microsoft 365 work and education accounts and to personal accounts. Each person can create up to 400 forms, and a form or quiz can hold up to 200 questions.

Value

  • Forms or quizzes per account400
  • Questions per form or quiz200
  • Responses, Microsoft 365 work and education5,000,000
  • Responses, free personal account200
  • Responses, paid personal account1,000

Example: a shopper recall survey

This is illustrative arithmetic, not a client figure. An agency wants 1,200 completed responses from shoppers who saw a retargeting advert. A free personal account stops at 200 responses, so 1,200 responses would need six separate forms, and a paid personal account at 1,000 is still short.

A work account has far more room. The limit that bites then is design: a submitted form counts as one response however many questions it holds, so a 40-question form and a 4-question form each use up one response per completed submission.

When responses run out

To collect more, export existing responses to an Excel workbook and clear them from the survey. For forms above 50,000 responses, users can export all responses as a .csv. Plan the export and retention step before launch, not after the cap is reached.

Consent checks before a research survey goes live

A survey that collects names, emails or advert identifiers is processing personal data. The ICO consent guidance sets out what valid consent looks like when consent is the lawful basis.

  • Consent is a positive opt-in, with no pre-ticked boxes or default consent.
  • Consent is granular, with separate consent for separate things.
  • Any third party controllers who will rely on the consent are named.
  • Withdrawal is easy and respondents are told how to do it.
  • Evidence of consent is keptwho, when, how, and what people were told.

Consent is not the only route. Legitimate interests is one of the seven lawful bases in the UK GDPR, with three elements to satisfy. Agencies handle these duties alongside the client's own. See data protection in a paid social campaign for who acts on rights requests.

Matching the form to the research question

Design comes before software. The audience research guide moves from a target population to a decision, which tells you whether a general form is enough. The key metrics for the campaign decide which questions earn a place.

Short forms get completed. If a questionnaire needs hundreds of questions or heavy branding, test it in a sandbox first, as the software selection plan describes. Dynamics 365 Customer Voice covers more advanced branding, question types and data analysis.

For qualitative follow-up with people who answered, use the probes in customer interviews rather than adding open questions to the form.

A pre-launch check for the agency

  1. Confirm the account type and note its response cap.
  2. Count the questions against the 200-question limit and trim to the decision.
  3. Write the consent text and test the opt-in and withdrawal route.
  4. Decide where exports will be stored and when responses are cleared.
  5. Record the approvals in the disclosure policy register if the survey promotes a paid offer.

Common questions

How many questions can a Microsoft Forms survey have?
A form or quiz can have up to 200 questions.
How many responses can a form receive?
Up to 5,000,000 on Microsoft 365 work and education accounts. Free personal accounts are limited to 200 and paid personal accounts to 1,000.
Does a long form use up more responses?
No. A submitted form counts as one response, however many questions it holds.
What if the response cap is reached?
Export the responses to an Excel workbook and clear them from the survey to collect more.
