Strategy

Part of How to write an evidence-led paid social strategy with roles and release gates

A paid social agencies strategy framework: control before channel choice

Use this paid social agencies strategy framework to map decision rights, account control, evidence, metrics and release gates before any campaign spend.

A paid social agencies strategy framework should let an England-based commissioner decide whether a specific campaign is ready, not merely describe a funnel. Use one page with four linked records: decision, operating control, evidence and release. Missing information stays marked unknown.

What to take away

  • Record the commissioning decision, operating control, evidence and release on one page, marking missing information as unknown.
  • A platform objective directs the supplier's system but does not prove the client's business result.
  • Map legal parties, eight accountable roles and account ownership before choosing any paid social channel.
  • Label dashboard events as attributed observations until the evaluation design supports a causal claim.
  • Release a pre-agreed pilot only after independent privacy, claims, security, accessibility and commercial gates pass.

Record the decision

Write the commissioning question first. Name the eligible buyer population, product, intended audience and English locations. Then state the business objective in the client's own records, such as accepted applications from eligible organisations during a fixed period.

Business vs Platform Objective

Business objective

Platform objective

What it records
Objective and budget
Who it directs
Supplier's system
What it proves
Not business result

TikTok guidance

Beside that, record the platform objective and attributed event separately. TikTok's October 2025 campaign setup guidance says its workflow requires an objective and budget. That setting directs the supplier's system; it does not prove the client's business result.

Complete the decision record with an owner, evidence date, assumption list and next review. Any projected volume is a labelled scenario, never an England benchmark.

Map control before channel choice

The operating record should identify the legal contracting parties, verified at Companies House, and eight accountable roles: client account owner, media payer, spend approver, agency operator, creative approver, claims reviewer, data controller decision-maker and measurement owner. The contract or statement of work should say whether the agency acts as principal or agent and which platform roles it holds. One person may hold several roles, but no role may be implied.

Eight Accountable Roles to Map

  • Client account owner
  • Media payer
  • Spend approver
  • Agency operator
  • Creative approver
  • Claims reviewer
  • Data controller decision-maker
  • Measurement owner

Document who owns the advert account, page, billing profile, creative files, audience inputs and measurement property. For each platform in scope — Meta (Facebook and Instagram), TikTok, LinkedIn, X, Pinterest, Snapchat or YouTube — record the account owner and admin roles in the platform's business settings, and give agency workers named platform roles rather than shared credentials. The NCSC's guidance on protecting organisational social media accounts recommends access logging where available, credential protection, prompt revocation for leavers and an account-recovery plan.

Add commercial declarations for commissions, reseller margins, rebates, credits and platform incentives. A benefit does not automatically disqualify a channel, but it cannot remain hidden from the channel decision. Where an agency is appointed, the same declarations should sit beside the contract rather than in a separate pitch document.

Move from control to channel choice

With the control map complete, choose channels against written criteria: audience presence, creative format and accessibility, measurement maturity, policy and brand-safety risk, budget model and agency capability. The main paid-social platforms in the UK are Meta (Facebook and Instagram), TikTok, LinkedIn, X, Pinterest, Snapchat and YouTube. Record why each platform is included or excluded before any spend is committed.

Build an evidence chain

For every recommendation, write the source, geography, access date and limit. A platform help page can establish an available setting. It cannot establish effectiveness for an English audience. A client sales record can establish an observed order under its definitions. It cannot, without a suitable design, show that advertising caused the order.

HM Treasury's evaluation guidance, the Magenta Book, explains the role of a counterfactual in causal evaluation and the qualified use of theory-based approaches when one is not feasible. The Safer Streets Fund round 1 evaluation is one published example of that approach. Label dashboard events as attributed observations until the chosen evaluation design supports more.

Each metric card needs population, numerator, denominator, unit, period, timezone, inclusions, exclusions, system of record and owner. For example, eligible-form completion rate could divide deduplicated accepted forms by eligible landing sessions, excluding staff, bots, synthetic submissions and records outside the dated English scope.

Apply independent release gates

Run privacy and PECR, UK GDPR and the Data Protection Act 2018; advertising claims under the CAP Code and the Advertising Standards Authority; consumer protection under the Digital Markets, Competition and Consumers Act 2024, the Consumer Protection from Unfair Trading Regulations 2008 and the Competition and Markets Authority; security against Cyber Essentials and NCSC guidance; accessibility against WCAG 2.2 AA and the Equality Act 2010; and commercial and platform checks independently. A passing platform review cannot compensate for a missing lawful-basis assessment or unsupported claim.

The ICO's April 2026 guidance on cookies and similar technologies covers cookies, pixels and similar tools under PECR and UK GDPR. Record purpose, recipients, retention, permission state and withdrawal behaviour before enabling them. The data controller role should be evidenced by the controller's ICO registration and data protection fee, unless an exemption applies. Named qualified reviewers must decide the case; the framework is not compliance clearance.

Set a pre-agreed pilot only after synthetic events reconcile across systems and accessible creative and landing tasks pass. Record the pilot's spend ceiling, duration and volume in the decision record; the framework does not set a universal figure. Pre-authorise pause conditions for unauthorised spend, changed claims, lost access, tracking outside the reviewed state, unreconciled data or a blocking accessibility defect. State who pauses, who diagnoses, what evidence is preserved and who may restart.

The completed page should end with one of three decisions: release the bounded pilot, return named defects for repair, or stop. That makes the strategy auditable and reversible rather than aspirational.

Before you act

  • Write the commissioning question and name the eligible buyer population.
  • Record the platform objective and attributed event separately.
  • Identify the legal contracting parties and eight accountable roles.
  • Declare commissions, reseller margins, rebates, credits and platform incentives.
  • Give each metric card a population, numerator, denominator and owner.
  • Pre-authorise pause conditions and state who may restart.

Common questions

Why should the platform objective and the business objective be recorded separately?

TikTok's October 2025 campaign setup guidance says its workflow requires an objective and budget. That setting directs the supplier's system, but it does not prove the client's business result. The commissioning question and the business objective belong in the client's own records, stated separately from the platform setting.

What must be documented about account ownership and access?

Document who owns the advert account, page, billing profile, creative files, audience inputs and measurement property. Give agency workers named platform roles rather than shared credentials. The NCSC's guidance on protecting organisational social media accounts recommends access logging where available, credential protection, prompt revocation for leavers and an account-recovery plan.

When can a capped pilot be released?

Only once synthetic events tally between systems and the accessibility checks on creative and landing pages have passed. The cap itself — spend ceiling, duration and volume — is set in the decision record by the spend approver; there is no universal figure.
