How to build a paid-social budget from dated evidence, not benchmarks
Blank, auditable formulas for an England paid-social budget: cost register fields, life-cycle lines, pricing-model comparison and cash versus economic views.
A paid-social budget should show the whole cost of reaching a decision, running the work safely and leaving the arrangement. Media spend and an agency fee are only two lines. Discovery, account access, creative production, measurement, accessibility, privacy and PECR work, security, specialist review, correction, renewal and exit all consume money or staff time.
There is no verified England-wide price in this guide. It contains blank formulas rather than market rates. Every amount must come from a dated supplier quote, contract, invoice or approved internal cost record for the exact project. A finance and tax reviewer should decide the correct VAT and accounting treatment; legal, privacy, advertising, security and accessibility reviewers retain separate vetoes.
What to take away
- A paid social budget must cover discovery, setup, creative, media, measurement, privacy, security, accessibility, operations, correction, renewal and exit.
- Every monetary input needs currency, VAT status, unit, quantity, period, source date, inclusions, exclusions, confidence, owner and review trigger.
- Do not use industry averages; use dated supplier quotes, contracts, invoices or approved internal cost records for the exact project.
- Keep cash requirement, recoverable tax and economic cost in separate columns until a qualified reviewer decides.
- Compare pricing models on identical scope including platforms, formats, volume, access, reporting, reviews, term and exit.
Make every monetary input auditable
One number without its unit is not a usable budget input. Give every line these fields:
Fields every budget line needs
- Original currency and conversion source
- VAT statusnet, VAT or gross
- Unit, quantity and period
- Quote or source date and expiry
- Supplier, product and edition
- Inclusions, exclusions and pass-throughs
- Confidence level, owner, review trigger
HMRC's invoice requirements include a clear description, relevant dates, amounts and VAT where applicable. Its VAT record guidance explains that valid invoices underpin the records and any recovery position. Those pages do not determine how a particular organisation should treat an expense. Keep cash requirement, recoverable tax and economic cost in separate columns until a qualified reviewer decides.
If a quote does not state currency, VAT, billing period or included work, do not infer it from the supplier's location. Mark the field unknown and return it for clarification.
Build the cost register by life-cycle stage
Discovery and definition
Budget the work needed to define the buyer population, England geography, product, objective and evidence standard. Include stakeholder time, data assessment, claim inventory, regulated-product screening and measurement design. A rushed brief often moves cost into later correction rather than removing it.
Cost register by life-cycle stage
- Discovery and definition
- Account and access setup
- Creative and claims
- Media and platform cash
- Measurement and analysis
- Privacy and PECR
- Security and accessibility
- Operations, correction, renewal, exit
Record internal time as quantity of approved hours multiplied by the organisation's documented fully loaded hourly cost. State what that rate includes. Salary, pension, National Insurance, overhead and opportunity cost must not be silently mixed.
Account and access setup
Allow for asset inventory, client ownership, role design, billing setup, authentication, recovery and removal testing. Include any technical connection work, but keep media authorisation at zero during non-production checks. Account migration or recovery may need platform support and staff time even when no separate software is bought.
Security assurance belongs in the budget. The NCSC's supplier assurance questions cover access, incidents, data and contract exit. Estimate the buyer effort to review evidence and fix gaps. A certificate does not erase that work.
Creative and claims
List research, concept, copy, design, production, adaptation, licensing, captions, audio description where required, approvals and version control. Count each format and revision unit separately. Specify whether talent, music, location, creator, stock asset and usage rights are included.
Correction is a planned budget line, not proof that failure is expected. CAP's misleading advertising rules require evidence before objective claims are distributed and set requirements for price presentation. The file should price evidence collection, specialist review, monitoring, correction and withdrawal using project quotes rather than an arbitrary percentage.
Media and platform cash
Separate media from service fees. For every platform allocation, record currency, payer, billing profile, period, authorised ceiling, taxes or charges, credits, refunds and evidence source. A promotional credit is not cash income and should not reduce the core budget unless its eligibility, expiry and accounting treatment are documented.
Identify who can change platform limits and how finance will reconcile actual charges. The authorised ceiling is a control, not a prediction that the whole amount will be spent.
Measurement and analysis
Budget event definition, tag or API assessment, consent work, quality checks, reconciliation, analyst time, evaluation design and reporting. Keep platform attribution apart from causal business contribution. Google's first-party attribution-model page says a model assigns conversion credit to advertising interactions. It does not independently prove what would have happened without the campaign.
The 2026 Magenta Book distinguishes observed outcomes from conclusions about impact and discusses counterfactual and theory-based approaches. It is government evaluation guidance, not a ready-made commercial ROI method. Use a proportionate design chosen by a qualified analyst and budget for the data it requires.
Privacy, PECR and data contracts
Price data mapping, role analysis, lawful-basis review, transparency, rights handling, retention, transfers and processor terms. Cookies, pixels, scripts and similar device access need their own analysis under the ICO's final April 2026 storage and access guidance.
For processor activity, the ICO's contract-content page lists matters such as instructions, subprocessors, assistance, deletion or return and audits. It is marked under review after legislative change. Budget a current review rather than copying an old clause.
Accessibility and operational use
Include accessible creative, landing pages, approval interfaces, reports and remediation. Specify browsers, assistive technologies, formats and user tasks. WCAG 2.2 supplies testable web-content criteria, but neither a supplier statement nor an automated scan establishes that the delivered work meets every user's needs.
Operations include trafficking, approvals, monitoring, finance reconciliation, incident drills, reporting, meetings, leave cover, training and change control. Count the expected unit volume and identify what happens above it.
Renewal and exit
Record notice dates, price-review rights, minimum commitments, automatic renewal, data export, asset transfer, access revocation, deletion evidence and continuity. The Small Business Commissioner's contract guide is a UK business orientation to scope, payment and written terms, not tailored legal advice. The signed documents must control the actual engagement.
Use a blank whole-life formula
Keep the formula visible:
Total cash requirement = discovery + setup + creative + media + measurement + privacy and PECR + security + accessibility + specialist review + operations + correction + renewal + exit + contingency
Each label represents the sum of its evidenced lines:
Line cash = quoted unit price x approved quantity x approved periods + stated pass-through charges + applicable VAT
Do not populate missing values with industry averages. Add a status column: quoted, contracted, internally evidenced, scenario or unknown. The budget cannot pass while a material input remains unknown.
Create a second view for economic decision-making:
Full economic cost = external net cost after qualified tax treatment + fully loaded internal time + opportunity cost + expected correction and exit cost
This is not the same as the bank balance needed to pay gross invoices. Keep both views and reconcile them.
Compare pricing models on identical scope
Common structures include fixed scope, time or input units, a percentage linked to media spend, outcome-linked payment and hybrids. None is inherently cheaper. Compare each against one service schedule containing the same platforms, formats, volume, access, reporting, reviews, term and exit.
Ask how the mechanism treats commissions, rebates, credits, pass-through media, minimum thresholds, work beyond scope, supplier price changes, renewal and cancellation. For an outcome-linked element, define the event, source, attribution rule, period, exclusions, dispute path and maximum exposure. It still does not establish causal impact.
Do not average away contract or control failure. An unclear media payer, unsupported claim or missing deletion route is a stop condition, even if the projected cash total is low.
Forecast uncertainty without fake precision
Maintain a base planning case only when each input has evidence. Add sensitivity cases by changing one documented variable at a time, such as creative volume, approval rework, media period or analyst hours. State the range source and why it is plausible for this project.
The current Green Book is public-sector appraisal guidance, updated 5 February 2026. Its treatment of risk, uncertainty and options offers useful discipline, but a private campaign should not claim government appraisal status. Label commercial scenarios as internal decisions.
Set triggers for reforecasting: scope change, late approval, new format, revised platform terms, incident, unusable data, currency movement beyond the buyer's threshold or failed accessibility test. Name the owner and the choice available, such as restrict, pause, replace or stop.
Calculate ROI only after defining the counterfactual
Start with an outcome measured in the business system, not a platform column. Define the population, period, revenue or contribution treatment, returns, cancellations, variable costs and data quality. Then choose a credible estimate of what would have happened without the paid-social activity.
Incremental contribution = observed contribution with the campaign - estimated contribution under the counterfactual
ROI = (incremental contribution - full economic cost) / full economic cost
Leave both equations blank until the evidence is ready. Report the method, uncertainty and sensitivity. If the counterfactual is weak, call the result an attributed or observational ratio rather than causal ROI.
Regulated products add another gate. FCA FG24/1 is final UK guidance on financial promotions in social media. A qualified reviewer must decide the perimeter and approval route. Platform acceptance or campaign economics cannot do that job.
Approve the budget as a control document
Before release, require the finance owner to reconcile every monetary field with its source. The media payer should confirm authority and ceilings. Procurement should resolve conflicts and rebates. Legal and privacy reviewers should clear their scopes, while security and accessibility owners sign their own test evidence.
Record remaining uncertainty and the next review date. The useful output is not a single attractive total. It is a budget that explains what will be bought, what could change, when work must stop and how the client can exit with its assets and records intact.
Before you act
- List all life-cycle stages from discovery to exit.
- Record currency, VAT status, unit, quantity and period for each line.
- Do not infer missing quote details; mark unknown and seek clarification.
- Separate media spend from service fees and platform credits.
- Budget for correction, renewal and exit as planned lines.
- Compare pricing models on one identical service schedule.
Common questions
What should a paid social budget include beyond media spend and agency fee?
It should include discovery, account access, creative production, measurement, accessibility, privacy and PECR work, security, specialist review, correction, renewal and exit. These consume money or staff time. Media spend and an agency fee are only two lines.
How should I handle a supplier quote that does not state currency or VAT?
Do not infer it from the supplier's location. Mark the field unknown and return it for clarification. Every amount must come from a dated supplier quote, contract, invoice or approved internal cost record for the exact project.
Why keep cash requirement and economic cost in separate columns?
Cash requirement is the bank balance needed to pay gross invoices. Economic cost includes external net cost after qualified tax treatment, fully loaded internal time, opportunity cost and expected correction and exit cost. Keep both views and reconcile them.
